The Cottonwood Heights City Council will vote on three zoning changes Tuesday, Sept. 15, including a commercial rezone near Park Centre Drive and two residential land-use shifts on the city's east side.

The 7 p.m. business meeting at 2277 E. Bengal Blvd. carries five action items. Three are zoning ordinances that would redraw what property owners can build on specific parcels.

Park Centre Drive: office to commercial

Ordinance No. 475 would rezone a 2.77-acre parcel at 7030 S. Park Centre Drive from Office, Research and Development (O-R-D) to Regional Commercial (CR). The property, owned by DP Investors LLC, currently houses an office and warehouse building occupied by medical supply company Dynatronics Corporation.

Applicant Alex Fleischman of AWA wrote in a narrative submitted to the Planning Commission for its Sept. 2 hearing that the CR zoning "would allow additional commercial opportunities that support the General Plan's goals of encouraging economic development, strengthening the City's tax base, and maintaining Cottonwood Heights as both a regional commercial and employment center."

All surrounding properties except the parcel directly north are already zoned Regional Commercial. City planning staff recommended approval, according to the Planning Commission packet, finding the rezone consistent with the property's Mixed Use designation on the future land-use map. Staff also noted the change could reduce the likelihood of combined residential and commercial development on the site.

A companion measure, Ordinance No. 476, would amend Title 19 of the city code regarding the Regional Commercial zone.

East-side residential rezones

Ordinance No. 477 would rezone a 1.11-acre parcel at 2196 E. 6450 South from Rural Residential (RR-1-21) to Residential Single Family (R-1-15). Jordan and Brooke Brady applied for the change. A related subdivision plat amendment to create three single-family lots from the Brady Woods Subdivision went before the Planning Commission on Sept. 2.

Ordinance No. 478 would approve a General Plan amendment for a property listed in the city's meeting agenda at 2196 E. 6950 South, shifting its designation from Rural Residential to Residential Low Density. The Planning Commission packet lists the Brady parcel General Plan amendment address as 6450 South, not 6950 South. The discrepancy could not be resolved from public documents available before the meeting.

The council also plans to vote on Resolution 2026-63, reappointing Susie Yanling Shi to the Cottonwood Heights Arts Council.

Work session: General Plan, Old Mill

A 4 p.m. work session precedes the business meeting. The council and Planning Commission will meet jointly for a discussion on the city's General Plan update. Community and Economic Development Director Jim Spung is leading the 100-minute presentation. The update process, branded "Cottonwood Heights Tomorrow," began in 2019 and stalled during COVID. As of an October 2025 joint session, the prior draft was considered too generic for the city's needs.

Spung will also present a 20-minute engineering report on the Old Mill, the historic structure at 6851 S. Big Cottonwood Canyon Road listed on the National Register of Historic Places since 1971. A demolition application by Doug Shelby of WDOM Properties LLC has been pending before the Planning Commission since January 2026, subject to a mandatory one-year review period. The building has unreinforced masonry walls and lacks modern seismic resistance, according to applicant-submitted materials.

Mayor Gay Lynn Bennion and Representative Arthur will present on noise camera legislation. Council Member Suzanne Hyland will lead a discussion on youth service on city committees.

Residents can submit written comments to [email protected] by noon Tuesday, Sept. 15. Comments will be entered into the record but not read aloud at the meeting. Those attending in person may speak after completing a comment card, with a three-minute limit per individual speaker and five minutes for a group spokesperson. The meeting will also stream live on the city's YouTube channel.
