Holladay residents will get their first look at the officer set to lead day-to-day policing in their community when Lt. Aaron Lavin is formally introduced at the Thursday, Aug. 20, City Council meeting.

Lavin's introduction is listed as the third agenda item at the 6 p.m. meeting at Holladay City Hall, 3330 S. 1300 E., according to the city's agenda packet posted Monday, Aug. 17, by city recorder Stephanie N. Carlson.

The Unified Police Department's Holladay Precinct has 34 officers and two civilian staff members serving the community. The precinct focuses on crimes involving drugs and alcohol, vandalism, graffiti and burglaries, along with traffic and pedestrian safety and community-oriented policing programs, according to the UPD's Holladay page.

UPD and its predecessor, the Salt Lake County Sheriff's Office, have provided law enforcement to the Holladay community for more than 160 years. The relationship dates to before Holladay incorporated as a city in 1999.

The department's website still lists Precinct Chief Justin Hoyal as the commander overseeing operations. It is not yet clear whether Lavin is succeeding Hoyal or filling a different role within the precinct's leadership. UPD public affairs had not responded to a request for clarification as of Monday.

The change matters. Whoever commands the precinct shapes priorities on patrol staffing, traffic enforcement and neighborhood outreach for the entire city.

Thursday's meeting, chaired by Mayor Paul Fotheringham, also includes consideration of Resolution 2026-26 adopting a design plan for Spring Lane Park, a city manager report and council district updates.
