Holladay residents who live near 5420 S. Cottonwood Lane have until 5 p.m. on Tuesday, Aug. 4, to weigh in on whether an existing oversized detached building on the property should be allowed to stay.

The Holladay Planning Commission will hold a public hearing that evening, starting as close to 6 p.m. as possible, to review a conditional use permit for the structure. According to the city's public notice, posted Wednesday, July 22, the building's footprint exceeds what Holladay's zoning code normally allows in the R-1-43 single-family residential zone.

The notice does not name the property owner or specify the building's exact square footage. The full application packet will be available for public inspection at the Community Development Department three days before the hearing.

What the code says

Under Holladay's zoning code (Chart 13.14.101), detached accessory structures on lots larger than 80,600 square feet are capped at a total footprint of 1,400 square feet as a permitted use. Anything larger requires a conditional use permit reviewed by the Planning Commission, per Ordinance §13.14.030.

City Planner Carrie Marsh is handling the application. Jonathan Teerlink, the city's community and economic development director, oversees the department.

This is not the first time the commission has reviewed this type of request. In December 2025, the commission considered a 3,702-square-foot accessory building at 2242 E. Pheasant Way in the R-1-87 zone. In May 2026, it reviewed an existing oversized garage at 5755 S. Minden Drive in the R-1-10 zone.

How to participate

Under Utah law (§10-20-505), a municipality must approve a conditional use permit if reasonable conditions can mitigate the anticipated detrimental effects of the proposed use. The commission may deny the permit if such conditions cannot adequately address impacts. The Planning Commission is the final approving body.

Residents can attend in person at Holladay's temporary city hall, 3330 S. 1300 E. in Millcreek. The city's main building at 4580 S. 2300 E. is undergoing a remodel and is not hosting meetings.

The hearing will also be live-streamed at holladayut.gov.
