Stop signs that don't meet safety standards across Cottonwood Heights will come under review when Public Works Director Matt Shipp briefs the City Council on Tuesday, Sept. 1.

Shipp is scheduled to present on non-compliant stop signs during a 4 p.m. work session at City Hall, 2277 E. Bengal Blvd., according to the meeting agenda. The agenda allots 20 minutes for the discussion but does not specify which intersections are affected or what makes the signs non-compliant.

The item is a briefing, not a vote. No public hearing is scheduled.

Shipp will also present a stormwater system update during the same session. That discussion follows an Aug. 14 storm that sent nearly four feet of water into a Scottish Drive home's basement, the third time the property has flooded, FOX 13 reported. The flooding displaced homeowner Josh Condas and his family.

"We don't know … We got to figure out how we get made whole and figure out how the city is going to remediate, and then we'll go from there," Condas told FOX 13 on Aug. 15.

Mayor Gay Lynn Bennion acknowledged to FOX 13 on Aug. 15 that drainage infrastructure on Scottish Drive has not caught up with improvements made elsewhere in the city. She said the system will take years to upgrade and called for higher stormwater fees to speed the work. The city created a stormwater fee in 2021 to fund system improvements.

At a January 2025 council retreat, Shipp reported that engineering firm Bowen Collins & Associates was finalizing a study on storm drain deficiencies in the Scottish Drive area. Recommended fixes included larger pipes and additional manholes. The firm was also selected to update the city's Storm Drain Master Plan and build a five-year capital facilities plan for stormwater projects.

Separately, the council in August considered a consulting agreement with Kimley-Horn and Associates for a Comprehensive Safety Action Plan under the U.S. Department of Transportation's Safe Streets and Roads for All program. The outcome of that vote has not been confirmed.

Tuesday's work session also includes a discussion on local campaign contribution limits led by Mayor Bennion and an Arts Council report. The business meeting begins at approximately 7 p.m. the same evening, with appointments of Dara Hartman and Jarred Olson to the Arts Council Committee and Nolan Black to the Health in the Heights Committee on the agenda.
