Holladay residents can weigh in on two proposed zoning changes Thursday, July 16, 2026, including one that would clear the way for a cemetery to grow along Memory Lane and another that would open the former Cottonwood Mall redevelopment site to new business uses.
The Holladay City Council meets at 6 p.m. at the city's temporary location, 3330 S. 1300 East in Millcreek, according to the agenda posted by City Recorder Stephanie N. Carlson on July 9.
Cemetery expansion on Memory Lane
The first public hearing concerns a proposed rezone of approximately 2.34 acres at 4901 S. Memory Lane from Residential Single Family (R-1-21) to Public (P) zone. The change would allow the adjacent cemetery to expand onto the parcel, according to the city's public hearing notice posted July 2.
Royal Holladay Hills land-use amendment
The second hearing would amend the land-use table governing the Royal Holladay Hills redevelopment site, the roughly 57-acre former Cottonwood Mall property, to add a services category as a permitted use within the R-M/U zone. The city's public hearing notice labels the new use "personal services," while the agenda packet calls it "professional services"; the distinction could affect what types of businesses are allowed on the site. The site is governed by a Site Development Master Plan adopted in 2007, and the council unanimously approved a separate SDMP amendment for parking and signage at the same property on July 17, 2025.
New police precinct chief
Mayor Paul Fotheringham will introduce a new chief of police for the Holladay Precinct.
Sidewalks and health funding
The council will also consider Resolution 2026-21, which would adopt policies for the maintenance and repair of public sidewalks. Resolution 2026-22 would amend an existing agreement with Salt Lake County for public health services. The council unanimously approved a prior amendment to that county agreement on May 15, 2025; dollar amounts for the new amendment were not included in the agenda materials.
Casper Cottage appeal
In a separate action item, the council will hear Ron Hilton's appeal of the Planning Commission's denial of a conditional use permit for the Casper Cottage, an 1898 historic property at 2394 E. Murray Holladay Road. Hilton sought approval for an antique shop and an additional dwelling unit on the site. The Planning Commission unanimously denied the application on Tuesday, April 21, finding it lacked sufficient detail, according to a staff report by Community and Economic Development Director Jonathan Teerlink. Planning Commission Chair Dennis Roach offered Hilton a chance to withdraw; Hilton refused. No public comment will be taken on the appeal.
