The Holladay City Council will decide whether to allow professional services at Holladay Hills, the 58-acre mixed-use development on the former Cottonwood Mall site at Highland Drive and Murray-Holladay Road.

A public hearing on the proposed text amendment is scheduled for Thursday, July 16, at 6 p.m. at Holladay Council Chambers, 3330 S. 1300 East. The item appears as Item VI on the council agenda.

The amendment would modify the Permitted Land Use Table in the Site Development Master Plan, the governing document that has guided land use, parking, and landscaping standards at the Regional Mixed-Use zone since 2007. If approved, it would open a new tenant category at a center that has so far attracted retail, dining, entertainment, and residential uses.

The application was filed by KMW Development and Holladay Hills LLC, which have represented the project before Holladay city boards since at least 2021, according to planning commission records. The development is a joint venture between Woodbury Corporation, Millrock Capital LLC, and Ball Ventures.

The center has added several tenants in the past year. Trader Joe's opened a 13,397-square-foot store there in October 2025. Bobby's Burgers by Bobby Flay and Megaplex Theatres both launched locations in March 2026. Sploot Veterinary Care opened its first Salt Lake City clinic at the site in May 2026. Kiln, a coworking space, occupies two floors of the former Macy's building.

This is not the first time the council has amended the SDMP. On Thursday, July 17, 2025, members voted 5-0 to approve Resolution 2025-15, which clarified parking layout and signage standards for the site. No public comments were received at that hearing.

Mayor Paul Fotheringham will preside over Thursday's meeting.
