Holladay residents have until 5 p.m. Thursday, August 6, to weigh in on a proposed $2.1 million increase to the Spring Lane Park budget before the Local Building Authority votes that evening.

The LBA will hold a public hearing at 6:30 p.m. Thursday, August 6, at the city's temporary council chambers at 3330 South 1300 East in Millcreek. Resolution LBA 2026-004 would raise the Spring Lane Park allocation from $6,967,138 to $9,100,000 for fiscal year 2026-27, according to the public hearing notice published by the city.

The $2,132,862 increase would come entirely from the LBA's existing fund balance, not from new bonds or a property tax hike. The total draw on that fund balance would rise from $14,461,117 to $16,593,979.

No reason was given.

The notice, certified by City Recorder Stephanie N. Carlson, does not explain what triggered the cost increase. As we reported July 28, Finance Director Christian Larsen told the council at its June 4 meeting that a budget amendment for the LBA was anticipated as the Spring Lane project moved forward.

City Manager Gina Chamness signaled the change was coming. In late May, when presenting the tentative FY2026-27 budget, she told the council: "Those projects continue to be reflected in this budget, and we do anticipate some changes to the tentative budget as [the council] makes further decisions."

Spring Lane Park is being built on the 12-acre site of the former Spring Lane Elementary School at 5315 Woodcrest Drive. The project would roughly double Holladay's existing parkland. Concept plans call for four pickleball courts, a 0.75-acre all-ages playground, 4.75 acres of multipurpose fields, 1.25 miles of walking paths, and parking expanded from 66 to 185 stalls.

The city holds a 30-year lease with Granite School District for the property, starting January 1, 2026, at a total cost of about $1.5 million. Nearly 4,500 residents live within a 15-minute walk of the site.

Mayor Paul Fotheringham chairs the LBA. Council members Emily Gray, Drew Quinn, Matt Durham, Dave Sundwall, and Natalie Bradley serve as the remaining trustees.
