Utah State Board of Education member Joe Kerry resigned Monday, Sept. 14, creating a vacancy on the 15-member body. The board sets academic standards and distributes funding for every public school in Utah, including those in Cottonwood Heights and Holladay.

Kerry, a Republican who represented District 2 in Weber County, announced on his Facebook page Friday, Sept. 11, that he would step down and drop his reelection bid. He wrote that he was moving to a different part of the state to care for his mother, The Salt Lake Tribune reported.

Kerry took office in January 2023. He had advanced through the Republican convention and was set to face Democrat Kacee Weaver in the Nov. 3 general election before withdrawing.

What it means locally

Kerry's district does not include Cottonwood Heights or Holladay. But the state board governs policy for all Utah public schools, including the Canyons School District, which serves Brighton High School in Cottonwood Heights, and the Granite School District, which serves Olympus and Skyline high schools in Holladay.

The board sets graduation requirements, educator licensing rules and core academic standards. It also oversees more than $4 billion in annual state and federal funding distributed to district and charter schools, according to the Utah Education Association.

What happens next

Under state law, Gov. Spencer Cox will appoint a replacement to serve out Kerry's unexpired term, with Senate consent. Because Kerry is a Republican, the party's State Central Committee will first submit three names to the governor, according to Ballotpedia.

That process played out once before under Cox. When a District 7 seat opened in 2025, the governor appointed Erin Longacre after the committee forwarded names, ABC4 reported at the time. The governor's office said then that it "typically does not announce when they fill a vacancy."

No timeline for the District 2 appointment has been announced. The state board meets monthly, with full sessions on Thursdays and committee meetings on Fridays. All meetings are open to the public.
