Holladay's City Hall renovation is on schedule and coming in under budget, with interior demolition nearly finished at the 4580 S. 2300 East building.
As first reported by the Holladay Journal, Assistant City Engineer Joe Bolton said Monday, Oct. 5, that crews will soon shift from tearing out the old interior to building the new seismic structure. The project remains on track for a September 2027 completion.
"We are well into the demolition of the existing structure and should be done with interior demolition [soon]," Bolton said. "Then we'll be able to start construction of the seismic structure of the building."
The renovation, which began in spring 2026, is an 18-month seismic retrofit of the aging building. Public Services Director Jared Bunch explained the need for the work in a May Holladay Journal report: the existing structure is unreinforced masonry, with floors and a roof poorly tied to the walls. Once complete, the building will withstand a 7.0 earthquake, according to the city.
Workers are demolishing the main hallway and constructing reinforced masonry from the foundation level up through the roof. The project scope also includes vestibule steel work, framing, concrete work and interior structural walls.
Beyond the seismic work, the city is upgrading the auditorium with an assistive listening system, theatrical lighting, a green room audio monitor and a permanent projector for the space. Security cameras and improved audio-visual equipment are being added to the council chambers, courtroom and conference room.
A September 2025 city budget amendment listed $9,575,039 for the City Hall seismic retrofit and renovation, funded in part by $10 million in 2025 bond proceeds. Bolton said the project is under budget, though he did not cite a specific current figure.
The building's exterior will not change significantly. A new addition on the south end will include emergency exits and an improved entrance to the Big Cottonwood room on the lower floor, along with parking lot and landscaping work.
During construction, all city business except the Unified Police Holladay Precinct has moved to the old Millcreek City Hall at 3330 S. 1300 East. The police precinct remains open on the north side of the Holladay building. The Holladay City Council meets at 6 p.m. on the first and third Thursdays of each month at the temporary Millcreek location.
